Is this good? How good?
Normally I always have a negative first impression to any 4cc+ creature with a tap ability that has a high activation cost and has a small body. Havengul Runebinder definitely fits this criteria. But his ability seems so strong, right? Even if you only get to use it once, you still get a 3/3 zombie in addition to his own 2/2 body. If you get to use his ability 2+ times, he suddenly becomes game breaking.
The only glaring knock against him is the fact that he's not a zombie himself. I always have a bad taste in my mouth when I see tribal creatures which aren't of the same creature type of said tribe.
Verdict: Undecided and confused.
Black/Blue zombies loves Havengul Runebinder. But if you decided to put this human tribal creature into your zombie tribal deck, I wouldn't include more than 1-2 copies max, for this very reason. Innistrad Block in particular has this zombie token theme, so zombie bodies to take advantage of the +1/+1 counters won't be a problem.
